四川省是生态资源大省、长江上游重要的生态屏障,是生物多样性最为富集的区域之一,肩负着维护国家生态安全的重要使命。生态护林员作为生态系统最前沿、最基础、最坚实的一道屏障和基层保护力量,对于生物多样性和区域生态系统健康发展起着不可替代的作用。针对生态护林员队伍建设所面临的一些实际困难,近年来大熊猫国家公园绵阳管理分局安州管理总站通过采取多元举措系统推进生态护林员队伍建设,具体从生计上、组织上、能力上和意愿上“四位一体”推进生态护林员队伍建设,并以此为契机与机遇撬动和带动大熊猫国家公园周边社区及社会资源等多元保护主体协同参与和融入大熊猫国家公园建设,在实践探索中总结出了教育连续性、“做中学”、多元主体协同参与、培养社区关系处理能力等经验,并就未来四川省生态护林员队伍建设提出了展望,建议建立健全高效透明的选拔和考评机制体系、建立长效且多样化的激励机制、构建多维度的能力建设机制、尝试渐进引入商业和公益力量等社会资源协同参与等。
<<Sichuan Province is a large province of ecological resources,an important ecological barrier in the upper reaches of the Yangtze River,one of the most biodiversity-rich areas,and shoulders the important mission of maintaining national ecological security. As the forefront,foundation,and solid barrier and grassroots protection force of the ecosystem,ecological rangers play an irreplaceable role in the healthy development of biodiversity and regional ecosystems. In view of some practical difficulties faced by the construction of the ecological ranger team,in recent years,the Anzhou Management Station of the Mianyang Management Branch of the Giant Panda National Park has systematically promoted the construction of the ecological ranger team by taking multiple measures,specifically from the perspective of livelihood,organization,ability and willingness to promote the construction of the ecological ranger team,and take this as an opportunity and opportunity to leverage and drive the collaborative participation and integration of diverse protection subjects such as communities and social resources around the Giant Panda National Park to participate in and integrate into the construction of the Giant Panda National Park. In the practice exploration,the experience of education continuity,“learning by doing”,multi-subject collaborative participation,and cultivating community relationship handling ability are summarized,and the prospects for the construction of the ecological ranger team in Sichuan Province are put forward in the future,and it is recommended to establish and improve the selection and evaluation mechanism system,establish a long-term and diversified incentive mechanism,build a multi-dimensional capacity building mechanism,and try to gradually introduce social resources such as commerce and public welfare forces.
