The collective forest of national parks is not only of great significance in maintaining the national ecological security，but also is an important basis for the local villagers’ livelihood guarantee and economic development. After the collective forest land and its affiliated natural resources are incorporated into the unified management of national parks，it is a major issue to solve in the management to handle the contradiction between protection and development and realize sustainable management under the premise of protection. On the basis of summarizing the development process of collective forest management，this paper sorts out the relevant policies of collective forest management in national parks. Taking Ya’an area of Sichuan Provincial Administration of Giant Panda National Park as an example，it analyzes its main practices in dealing with the lack of policies，forest rights，management problems and wildlife accidents. On this basis，it puts forward the corresponding countermeasures to call for the introduction of policies，clarify the ownership，carry out pilot operation and speed up the implementation of funds.
