2020年我国提出“建设国家粮食安全产业带”战略安排,对东北三省保障国家粮食安全提出了目标和要求。“十三五”期间,东北三省严防耕地“非农化”“非粮化”,高度重视黑土地保护利用工作,不断提升农业现代化水平和粮食产业绿色化水平,加快推进粮食加工业的发展,粮食储备能力不断加强,粮食供给侧结构性改革成效显著,已成为国家粮食安全产业带建设的核心区。但是,目前东北三省粮食安全产业带建设也存在亟待解决的问题:大豆玉米种业科研攻关不足,防灾抗灾能力不强,农户粮食储备不善等。在“十四五”时期,东北三省粮食产业发展应从要素驱动向效益驱动和创新驱动转变,保证高标准农田建设的质量、发挥高标准农田的作用,高度重视大豆、玉米及替代品育种的科技攻关、关注绿色功能性粮食产业的培育和发展,提升粮食加工副产物综合利用水平。
<<In 2020,China put forward the strategic arrangement on construction of national grain security industrial belt. The three northeastern provinces pay attention to this work greatly. During the period of 13th Five-Year plan,the three northeastern provinces strictly prevent cultivated land being used into non-agricultural and non-grain conversion,pay attention to the work on the protection and utilization of black land greatly,improves the level of agricultural modernization and the green level of the grain industry constantly,speeds up the development of the grain processing industry,constantly strengthens the grain reserve capacity,and get remarkable results in the structural reform of the grain supply side,which has become the core area of the construction of the national grain security industrial belt. However,there are also some problems in the construction of the grain security industrial belt in the three provinces of northeast China,such as the problems of scientific research of soybean and corn seed industry,the ability of preventing and resisting disaster is not strong,and farmers’ grain reserves are not good. Therefore,this paper puts forward some suggestions on the development power of grain industry in the three provinces of northeast of China should be transformed from factor-driven to benefit-driven and innovation-driven;ensure the quality of high-standard farmland construction,bring into play the role of high-standard farmland;attach great importance to the scientific and technological research of soybean and maize and substitute breeding;pay attention to the cultivation and development of green functional grain industry;improving the comprehensive utilization level of grain processing by-products,and so on.
