during the 13th Five Year Plan period，the economic operation of Northeast China maintained stable growth，the advantages of leading industries were continuously strengthened，the people’s livelihood security was continuously improved，an all-round victory was achieved in poverty alleviation，new breakthroughs were made in the construction of open platforms，favorable factors for revitalization and development were continuously accumulated，social undertakings developed rapidly，and people’s living standards were continuously improved. Since 2020，influenced by the impact of COVID-19 and the lack of endogenous motivation，the northeast region has encountered hitherto unknown difficulties in economic and social development. There are still structural contradictions，such as the lack of regional market scale，lack of strong growth poles，the undeveloped regional environment and the low value of foreign trade in the value chain. During the “14th five year plan” period，Northeast China should “cultivate new opportunities in the crisis and open up a new situation in the changing situation”，make scientific planning，innovate thinking，supplement weaknesses，push through the old and bring forth the new，deeply integrate into the new development pattern of domestic and international double cycle，build a regional power system for high-quality development，promote the adjustment and upgrading of industrial structure，and comprehensively deepen reform on the basis of optimizing the business environment，One belt，one road to build a new pattern of coordinated development，to enhance the green development advantages，to deepen the integration of the “one belt and one road”，and to build up an open and cooperative highland，and to pay more attention to the short board of the people’s livelihood and to share the fruits of Northeast revitalization.
