2020 is a very special year，under the leadership of the Party，and by adhering to Xi Jinping’s thoughts on socialism with Chinese characteristics for a new era，Kashgar Special Economic Zone and Khorgos Economic Development Zone fully implemented the Party’s strategies of governing Xinjiang，and made efforts in ensuring six priorities and stability in six areas （ensuring stability in employment，financial operations，foreign trade，foreign investment，domestic investment，and expectations and ensuring security in job，basic living needs，operations of market entities，food and energy security，stable industrial and supply chains，and the normal functioning of primary-level governments），actively promoted the deployment of “1+3+3+reform and opening up”，coordinated the prevention and control of COVID-19 and the economic development，restored stable economic and social development while effectively controlling the spread of COVID-19，and achieved positive economic growth for the whole year of 2020，marking a perfect end to the final battle against poverty. Despite this，Xinjiang’s new special economic zones also suffered from unbalanced urban and rural development，the impacts of COVID-19 on foreign trade，and the slow upgrading of the industrial structures. This report analyzes the problems faced by Xinjiang’s new special economic zones，and puts forward relevant policy recommendations，with an aim to make certain contributions to the development of Xinjiang’s new special economic zones.
