    2022年中国住房公积金运行情况和发展展望

    摘要

    住房公积金制度是中国住房制度体系的重要构成部分,为推动城镇住房市场化改革和促进城镇职工住房消费等发挥了重要作用。“十三五”时期,我国住房公积金事业保持着稳中有进的发展态势,特别是有效克服了新冠肺炎疫情的负面冲击,展现出了发展定力和制度韧性,在资金归集、资金使用、风险管控、信息化建设等方面都取得了显著发展成绩。经过30年发展历程,住房公积金制度已成为缴存职工解决住房问题的重要资金来源、我国住房金融体系中的重要组成部分、住房保障的重要支持资金。在“十四五”期间乃至更长一段时间内,仍需要进一步改革完善住房公积金制度,健全缴存、使用、管理和运行机制,在探索住房发展新模式下,科学推动住房公积金制度创新。

    Abstract

    The housing provident fund (HPF) system is an important component of China’s housing system,and it has played an important role in promoting the market-oriented reform of urban housing and promoting urban workers’ housing consumption. During the “13th Five-Year Plan” period,China’s HPF maintained a steady and progressive development trend,especially effectively overcoming the negative impact of the Covid-19 epidemic,showing development stamina and institutional resilience. The HPF has achieved remarkable development results in the collection of funds,the use of funds,risk management and control,information construction,etc. After 30-year’s of development,the HPF has become an important source of funds for employees to solve housing problems,has become an important part of China’s housing financial system,as well as an important support fund for housing security. During the “14th Five-Year Plan” period and even a longer period of time,it is still necessary to further reform and improve the HPF system,improve its deposit,use,management and operation mechanisms,and scientifically promote the innovation under the exploration of new models of housing development.
