As the world has entered a “climate emergency”，in order to protect the external environment for human survival and development and narrow the gap compatible with the global warming control goal，the world has begun to implement the development strategy oriented by net zero emission. The demonstration project of building a near zero carbon emission can be said to be a scientific concept and practical solution for mankind to overcome the greenhouse effect and control global warming. It is an important measure to promote the construction of ecological civilization and improve people’s well-being. It is also an important starting point to accelerate the construction of a modern economic system and enhance the international image. It has important practical significance. This report reviews the progress and measures of domestic zero carbon emission demonstration project construction and carbon neutrality demonstration area construction，deeply analyzes the problems existing in the current demonstration area construction，and puts forward some countermeasures and suggestions，such as one policy，multi-party linkage，construction of carbon financial system and so on.
