中国要想实现碳达峰、碳中和目标,能源是主战场,电力是主力军。首先,本报告分析了碳中和愿景下能源电力低碳转型面临的挑战与机遇;其次,基于能源电力规划优化模型工具,从能源供给侧与消费侧结构、电力电量结构等方面,量化评估了能源电力低碳转型发展的路径,描述了未来能源电力系统结构特征;最后,提出了能源电力低碳转型实施要点与政策建议。本报告认为:提升能效、调整能源结构是实现能源领域碳中和的关键举措;电力行业是能源碳减排主力军;电力碳达峰、碳中和需统筹各类型电源发展定位与节奏,分阶段减排降碳。
<<To achieve the goal of carbon peak and carbon neutrality in China,energy is the main battlefield and electricity is the main force. Firstly,this report analyzes the challenges and opportunities of low-carbon transformation of energy and power under the vision of carbon neutrality;then,based on energy and power planning and optimization model tools,the development paths of energy and power low-carbon transformation are quantitatively evaluated from the aspects of energy supply side and consumption side structure,power and electricity structure,and the structural characteristics of future energy and power system are described;finally,the implementation points and policy suggestions of low-carbon transformation are put forward. This report conclude that improving energy efficiency and adjusting the energy structure are key measures to achieve carbon neutrality in the energy sector,the power industry is the main force of energy carbon emission reduction,to achieve the goal of carbon peak and carbon neutrality for power Industry,it is necessary to coordinate the development positioning and rhythm of all types of power sources and reduce carbon emission by stages.
