As the pilot unit of the Supreme People’s Court and National Archives Administration of China for single set archiving of electronic files and single set management of electronic archives，Shanghai High People’s Court has actively carried out the inter-pilot of three-level courts，made innovations and breakthroughs in pushing forward the management concept，management mode and information construction of electronic archives，and established the compound management concept with single set management as the core and paper originals as the supplement，and formed standard acquisition and management model of litigation data with the court data acquisition center as the origin. In the reform of the single set system of electronic files of Shanghai courts，intelligent cataloging，blockchain witness and other techniques are used to assure the standardization and security of the whole process of electronic files management；with security as the bottom line，the construction of “electronic archives warehouse” has been actively pushed forward to assure the absolute safety of durable preservation of electronic archives. With years of efforts，the pilot work has achieved remarkable results. By the end of August 2021，the Shanghai court has completed the archiving of 174000 single set electronic litigation files，and successfully passed the stress test of massive archive operation and data operation，laying a data resource foundation for pushing forward the construction of the whole-process online case handling system.
