This report selects five three-level indicators from the aspects of scientific research funding，scientific research personnel，scientific research grants，scientific research papers and patents to further improve the evaluation indicators of Chinese medicine scientific research and innovation capabilities. The Delphi method was used for expert consultation to determine the weights of all levels of indicators. The indicators were calculated among 31 provinces （autonomous regions and municipalities） between 2019 and 2018. Regional differences and annual change affected by policies were analyzed. It was found that the scores of various indicators in the evaluation of Chinese medicine scientific research and innovation ability in 2019 and 2018 fluctuated slightly. Beijing and Chongqing have been ranked high for two consecutive years with their small population and concentrated traditional Chinese medicine research institutions. However，the level of scientific research and innovation of traditional Chinese medicine in the central and western regions has developed rapidly. The strategic plan of “Strengthening the Province of Traditional Chinese Medicine” also has a significant positive impact on the competitiveness of inter-provincial research and innovation of Chinese medicine. This report believes that it is urgent to establish a scientific，reasonable and feasible performance evaluation index system for scientific research and innovation of traditional Chinese medicine，and all provinces （autonomous regions and municipalities） should issue incentive policies for scientific research and innovation of traditional Chinese medicine and make full use of the advantages of local traditional Chinese medicine resources.
