随着人类社会阔步迈向数字时代,数字化转型成为促进各级政府实现治理现代化的必然选择。与此同时,如何培养和提升数字领导力成为政府、组织和个人面临的共同议题。本研究以政府及其领导者为中心进行数字领导力理论溯源和评价考察,构建数字领导力的结构维度及其理论模型,阐明从数字洞察力、数字决策力、数字执行力、数字引导力、数字组织力五个能力维度理解数字领导力及其对宏观环境、组织行为、个体发展的影响,为政府数字能力和领导能力评估提供参考架构。政府领导者应当深入理解数字领导力的理论内涵和评价体系,并以此进行数字领导力审视、塑造和提升。
<<With the human society striding towards the digital era,digital transformation has become the inevitable choice to promote the modernization of governance of governments at all levels. Meanwhile,how to cultivate and promote digital leadership has become a common topic faced by governments,organizations and individuals. This study focuses on the government and its leaders to trace the source and evaluate the theory of digital leadership,construct the structural dimension and theoretical model of digital leadership,and clarify the understanding of digital leadership and its influence on macro-environment,organizational behavior and individual development from the five capability dimensions:digital insight,digital decision-making,digital implementation,digital guidance and digital organization,so as to provide a reference framework for the evaluation of government digital capability and leadership capability. Government leaders should have a deep understanding of the theoretical connotation and evaluation system of digital leadership,as well as examine,shape and promote digital leadership.
