The construction and development of digital society have taken solid steps in many different countries and regions around the world，as well as accumulated experience and practices in practical exploration. This report，based on the reality of China’s digital society construction and development，establishes the digital society index，as well as comprehensively evaluates the digital society construction levels of 31 provinces （autonomous regions and municipalities directly under the Central Government in China） from three aspects：digital service universality，digital life convenience and digital livability in urban and rural areas. Evaluation results show that the eastern part of China is improving as a whole，the central part is in the middle level，and the western part has a strong improving momentum. Digital infrastructure has shown a comprehensive layout；digital technologies has activated new consumption；and digital construction in urban and rural areas has started the digital life for residents；The development of digital society has become an inevitable trend in the development of contemporary human society.
