With the rapid development of new technologies such as mobile internet，cloud computing，big data，Internet of Things and intelligent terminals，the era of “big data + intelligence” has come quietly，which provides powerful technical support for the construction of digital society and promotes the innovation of public services and social operation. This report，focusing on the key elements of digital society construction，constructs a set of digital society index evaluation system that meets the requirements of social governance in the new era from three aspects：digital service universality，digital life convenience and digital village livability，and strives to objectively describe the process and characteristics of social digitalization in China.
