Developing digital economy is a strategic choice for China based on international and domestic conditions and facing the future，as well as a key link to enhance China’s digital competitiveness. It is of great practical significance to strengthen the index analysis，comparison and summary of the development of digital economy in China’s provinces and cities. Evaluation results show that the “five new manifestations” of digital economy development have surfaced，the digital economy development of 31 provincial-level administrative regions has basically shown the overall pattern of “1+5+N”，and the digital economy development of 31 large and medium-sized cities has entered the “25618” era of comprehensive competition. In the face of new challenges and opportunities，all localities should follow the “twenty-four-character tactic” for raising awareness，creating opportunities，returning to the original intention，strengthening tackling key problems，resolving contradictions and accelerating research，so as to promote the digital economy development.
