2019年8月31日，中国（山东）自由贸易试验区烟台片区挂牌运行。本文系统阐述了中国（山东）自由贸易试验区烟台片区挂牌以来围绕制度创新取得的工作成效，介绍了改革实践过程中遇到的自主创新与授权不足、顶层设计与底层推动衔接不畅、改革创新与协同联动不够紧密等问题和难点，并对“十四五”规划背景下烟台片区制度创新的目标方向和升级路径进行了展望。
