As the capital of Shandong province，Jinan actively promotes the construction of a national central city，and has the conditions to become the central node of the domestic circulation and the strategic fulcrum of dual cycle. This article analyzes the advantages of Jinan in the new development pattern，including location advantages，foreign trade advantages，market advantages，industrial advantages，and policy advantages. This paper put forward to policy recommendations：too create a national central city and coordinate to promote Jinan’s construction of a domestic circulation center node，use the free trade pilot zone to help Jinan build a dual cycle strategic fulcrum，and take Jinan as the center to accelerate the formation of a new development pattern Shandong demonstration zone.
