During the 13th Five-Year Plan period，Shandong Province achieved remarkable results in promoting the integrated development of urban and rural infrastructure including roads，transportation，water supply，drainage，electricity，communications，gas，heat supply，sports，landscaping，sanitation and other infrastructure. However，the imbalance between urban and rural infrastructure has not been fundamentally changed，and there are still disparities in financial input between urban and rural areas，imperfect price management systems and inconsistent technical standards for urban and rural infrastructure construction，the long-term management and protection mechanism of rural infrastructure is not perfect. During the 14th Five-Year plan period，Shandong Province will play the leading role of the government，push forward the integrated planning of urban and rural infrastructure，focus on key areas，speed up the completion of the shortcomings of traditional rural infrastructure，and innovate the rural infrastructure investment and financing system，the government will guide social capital investment in rural infrastructure and establish and improve an integrated long-term management and protection mechanism for urban and rural infrastructure.
