“十三五”期间,山东省城镇老旧小区改造在改善社区基础设施、完善社区服务、创建绿色社区和智慧社区、推动长效治理方面取得了积极成效。围绕提升老旧小区项目审批效率、拓宽改造资金筹措途径、创新用地方式、总结改造模式等方面形成了独具山东特色的改造经验。但也存在老旧小区底数不清、资金筹措困难、绿色智慧社区覆盖不足、长效治理难题突出等问题。“十四五”时期,要健全机制,摸清底数;因地制宜,分类施策;拓宽资金筹措渠道,建立改造资金政府、居民与社会力量合理共担机制;继续推进城镇既有老旧小区的智能化改造,以科技助推老旧小区更新发展;多方施策,实现城镇老旧小区长效治理。
<<During the 13th Five-Year Plan period,the transformation of old urban communities in Shandong Province has achieved positive results in improving community infrastructure,improving community services,improving community governance,and creating green and smart communities. Focusing on improving the efficiency of examination and approval of old residential projects,broadening the ways to raise funds,innovating land use methods,and summarizing the transformation mode,Shandong’s unique transformation experience has been formed. However,there are still some problems,such as the number of old communities is not clear,the financing is difficult,the green smart community coverage is insufficient,and the long-term governance problem is prominent. During the 14th Five-Year Plan period,on the basis of improving the mechanism and finding out the number of old residential areas,we should adjust measures to local conditions,implement classified policies,and further promote the transformation of residential areas. We should continue to broaden the financing channels,establish a reasonable sharing mechanism of transformation funds among the government,residents and social forces,continue to promote the intelligent transformation of existing old residential areas,and use science and technology to promote the renewal and development of old residential areas,and implement various policies to achieve long-term governance of old residential areas.
