新时期,在“双循环”新发展格局下,山东在对外投资合作方面应当抓住新机遇,提出新思路,做出新部署,实现新突破。长期以来,山东坚持发挥对外开放的良好优势,积极推进与东盟的发展战略及政策对接,并在与东盟双向投资合作方面不断取得新成绩。近年来,山东与东盟双向投资规模和增长速度皆保持较高水平,山东充分利用平台载体建设,积极举办推介活动,与东盟双向投资合作取得显著成效。一系列自由贸易及投资协定的签署为山东带来新的投资机遇,新一轮科技革命也为山东拓展国际投资市场带来新动力。但是,面对复杂多变的国际政治经济形势,山东深化与东盟的投资合作困难重重。山东与东盟投资合作尚存在投资合作潜能活力有待激发、投资合作有待多元化发展等问题。针对上述问题,山东应当激发投资合作新活力、赋能投资合作新领域,推进制度型开放、形成与国际投资规则相融合的新体系,深入推进投资合作多元化发展,积极开拓多边及双边交流合作大平台,营造良好的营商环境,推进投资便利化自由化。
<<In the new era,under the new development pattern of “dual cycles”,Shandong should seize new opportunities,propose new ideas,make new arrangements,and achieve new breakthroughs in foreign investment cooperation. For a long time,Shandong Province has persisted in leveraging its advantages in opening up to the world,actively advancing its development strategy and policy alignment with ASEAN,and has continuously made new achievements in two-way investment cooperation with ASEAN. In recent years,the scale and growth rate of the two-way investment between Shandong and ASEAN have maintained a relatively high level. Recently,Shandong Province has made full use of the construction of the platform and actively held promotion activities. The investments between Shandong and ASEAN has progressed smoothly and achieved remarkable results. The signing of a series of free trade and investment agreements has brought new investment opportunities for Shandong,and a new round of technological revolution has also brought new impetus for Shandong to expand its international investment market. However,in the face of the complex and changeable international political and economic situation,the deepening of Shandong and ASEAN have many difficulties and challenges. There are still problems in the international investment cooperation between Shandong and ASEAN,such as the potential for foreign investment cooperation shall be actively stimulated and the partners shall be diversified. Regarding the issues above,Shandong should firstly stimulate new vitality in international investment cooperation and empower new areas of investment cooperation. Secondly,Shandong should promote institutional openness and form a new system that is integrated with international investment rules. Thirdly,Shandong Province should create a good business environment,promote the international investment facilitation and liberalization. Fourthly,Shandong should reduce the investment imbalances and promote the diversified development of foreign investment cooperation. At last,the government should actively explore large platforms for multilateral and bilateral investment cooperation.
