The elderly care service system of “home-based，community-based，fully developed institutions，and organic combination of medical care and nursing” is improving day by day. However，the deepening of aging puts forward higher requirements for the development of pension services. Therefore，during the 14th Five-Year Plan period，Shandong should base on the top-level design，improve the pension service system；accelerate the development of pension service industry，promote the adjustment and upgrading of industrial structure；promote social forces to participate in pension service，improve the level of pension service；pay attention to professional personnel training，improve the quality of pension service；strengthen supervision and management，and promote the sustainable and healthy development of pension cause.
