Shandong Province has achieved remarkable vocational education achievements during the 13th Five-Year Plan，forming a national vocational education highland. However，in the process of development，there are still some problems：the overall scale does not meet the needs of economic development；the specialty setting and structure does not meet the needs of social employment；the proportion of higher vocational education is low；and the social recognition of vocational education is low. To solve these problems，we should take measures such as the supporting policies for vocational education，continuously optimizing the professional structure of vocational education according to the social needs，further strengthening the planning and development of higher vocational education，and gradually eliminating the social prejudice against vocational education with employment advantages.
