According to the feedback of more than 9000 surveyed enterprises，most of them have significantly improved their development quality and efficiency in production and operation，technological innovation，opening-up and market-oriented development，and ecological and environmental protection. They also give high recognition to the changes made in the business environment in the past three years，and the future growth potential is foreseeable. The year 2021 is the first year of the “14th Five-Year Plan”，and also the key period for Shandong to make breakthroughs in the “five-year plan” by replacing old growth drivers with new ones. On the basis of comprehensively summarizing the results of the transformation of the old and new driving forces，Shandong should focus on strengthening the industrial chain，enhancing the ability of scientific and technological innovation，promoting regional collaboration，and better integrating into the double cycle，so as to achieve new breakthroughs in the replace old growth drivers with new ones through greater efforts of reform and innovation.
