山东省的就业结构在“十三五”期间发生显著变化。在整体就业结构方面,逐步从以乡村和工业为主导转向以城镇和服务业为主导,就业结构性矛盾更加凸显,产业结构与就业结构不同步的问题也较为明显。在劳动力的内部构成方面,性别结构、年龄结构、教育结构等都发生不同程度的变化,高校毕业生就业人数占新增就业人数比重上升,农民工总量继续减少、年龄结构更加老化。在人力资本方面,人力资本总量继续位居全国前列,但部分年龄段劳动力的人力资本无法适应和满足产业升级需求,技能人才特别是高技能人才短缺问题较为严重。面向“十四五”,山东省应强化就业优先政策,更加突出和重视就业工作,采取有针对性的政策措施,稳定和提高劳动参与率,有效扩大长期的劳动力供给;加强失业风险治理,改革劳动力市场统计监测体系;加强职业技能培训,培育适应新技术要求的人力资源;改革完善社会保障制度,深入构建和谐稳定劳动关系。
<<Employment structure of Shandong Province had changed remarkably during the 13th Five-Year Plan period. In general,the entire employment structure had gradually changed from being dominated by rural and industry to being dominated by urban and service sector,structural contradiction had become more evident,so does the discordant between industry structure and employment structure. As to the component of labor force,there are changes in different degree of the gender structure,the age structure and the education structure. The proportion of college graduates had increased,the amount of migrant rural workers had decreased and they become more aging. As to the human capital,the amount of human capital continued to rank in the forefront nationwide,however some segments of labor force cannot fulfill the requirement of industrial upgrading,lack of skilled talents and especially the high-skilled talents is serious. In the coming 14th Five-Year Plan period,Shandong should insist on giving high priority to employment and adopting targeted policies. We should maintain and heighten labor force participation rate in order to expand labor force supply in the long run,reinforce governance of job-loss risk and reform the labor market statistic system,strengthen the occupational skill train to foster human resource suitable for new techniques,complete the social security system to construct harmonious and stable labor relationships.
