    站在新的历史起点,开启山东社会建设新征程——“十三五”山东省社会形势...

    摘要

    “十三五”山东社会建设取得了一系列历史性进展。省定标准以下贫困人口全部提前脱贫,人民生活更加宽裕,城乡居民收入差距缩小,新型城镇化让人民生活更加美好,居民消费升级满足了人民对美好生活的需求,就业、教育、医疗、社保等公共服务保障体系日益完善、能力水平稳步提高,党的领导优势、体制机制优势转化成社会治理效能,进一步织密的社会治安网增强了群众的安全感,社会治理的重心下移有效提高了群众满意度,自治法治德治智治融合创新实现了活力与有序的统一。但山东城乡居民的收入水平与发达省份相比仍有差距,就业、教育、医疗、社保等领域仍存在短板,养老服务体系建设亟待加强,基层社会治理体制机制对基层问题的回应不足,社会协同、公众参与体制机制有待健全完善。从社会结构变迁角度看,“十四五”山东社会建设将会呈现五个新趋势。面向治理效能、民生改善“走在前列”的社会建设目标,山东提高居民收入水平应特别注意提高低收入者和农民的收入水平,从就业创业政策、就业服务体系、终身职业技能培训、劳动保障监察等方面来稳定和扩大就业,以公平统一、可持续为导向健全多层次社会保障体系,更好地发挥教育在创新型省份建设中的动力源作用,加快建设健康山东,以养老服务体系再构、政策向农村老人倾斜、发展银发经济作为积极应对人口老龄化的重点,以解决群众“急难愁盼”问题为导向创新基层社会治理体制机制,推进乡镇扩权赋能,加强社会协同和公众参与。

    Abstract

    Shandong has made a series of historic progress in social construction during the 13th Five-Year Plan. All poor people below the provincial standard are lifted out of poverty ahead of schedule. People’s lives are more prosperous. The income gap between urban and rural residents has narrowed. New urbanization has made life better. The upgrading of consumption meets people’s needs for a better life,and the public service guarantee system for employment,education,medical care,and social security has been steadily improved. The party’s leadership advantages,system and mechanism advantages are transformed into social governance efficiency. A better-connected security network improves people’s sense of security. The lowering of the focus of social governance has effectively improved the satisfaction of the people. The integration and innovation of autonomy,rule of law,rule of morality,rule of wisdom achieved the unity of vitality and order. There is still a gap in the income level of Shandong’s residents compared with those in the advanced provinces,and there are still shortcomings in employment,education,health care,and social security. The elderly service system needs to be improved urgently. The responsiveness to problems at the basic level,social coordination and the public participation need to be improved. To achieve the 14th Five-Year Plan’s goal of “being at the forefront” in areas of governance efficiency and improvement of people’s livelihood,efforts should be made to increase the income level of residents,especially the ones with low income and farmers;to stabilize and expand employment through employment and entrepreneurship policies,service systems,lifelong vocational skills training,labor security supervision;to improve multi-level social security guided by fairness,unity and sustainability;and to let education play a better role as the driving force in the making of innovative province. It also needs to focus on actively responding to the aging of the population by restructuring the community elderly care service system,favoring the rural elderly,and developing the silver economy. It is important to innovate the basic-level social governance system and mechanism guided by solving the most emergent and worried problems of the public,to promote the expansion and empowerment of townships,and to strengthen social coordination and public participation.
