During the 13th Five-Year Plan Period，under the strong leadership of the Party Central Committee with President Xi Jinping，culture has played a significant role in leading fashion，promoting development，serving society，and educating the people. Tourism has become more prominent in the comprehensive driving function of national economic and social development. Based on the perspective of the integration and development of culture and tourism，the research conducted an investigation on the status quo of basic public cultural services and cultural and tourism integration in Henan Province through literature and field visits. It is found that the integration of regional public cultural services and tourism services is low and this phenomenon is even worse in the countryside. Tourism public information services are less available in public libraries，and the integration of museums，the cultural and creative experience stores，non-genetic learning venues and research travel is insufficient. Based on this，it is necessary to formulating basic public cultural and tourism service policy guarantees and development plans that are in line with the basic conditions of Henan’s hometown in the new era；to building a standardized and efficient cultural and tourism integration system and education facility network；to establishing and improving the resource sharing and coverage of the “Cultural Yuyue” information service platform，as well as talent reserves，financial guarantees，technical support，information capacity，intellectual property rights. Because it is a new requirement for the integration of culture and tourism，culture creativity in Henan Province，and an important support for promoting the high-quality development of Henan Province’s cultural undertakings and tourism industry.
