Social collaborative governance emphasizes the joint participation of multiple subjects and the benign interaction between subjects，so as to realize the equalization of social public services. Henan Province has made great achievements in the construction of public cultural services. For example，the system has been gradually improved，the system has been continuously improved，the brand has introduced the old and brought forth the new，and the assessment effect is outstanding，forming a characteristic road of innovative development. However，there are also some problems，such as the lack of government leading role，the small role of market participation，and the insufficient main role of the masses. So combined with the development reality of Henan Province，a more sound public cultural service system will be formed through the establishment of “cultural consultation and governance mechanism”，strengthening standardization construction，optimizing investment mode and implementing “external introduction and internal education”，so as to promote the modernization of social governance capacity and governance system.
