In order to understand the construction of public cultural venues in Henan Province，this report，based on the data of the performance appraisal system for the construction of modern public cultural service system in Henan Province from 2018 to 2019，adopts the basic statistical method and comparative method to make a quantitative and qualitative analysis on the public cultural service venues in provincial cities，directly administered counties and county urban areas of Henan Province，and summarize the innovation of public cultural management mode in Henan Province from seven aspects：national reading service innovation，local major cultural activities，construction of characteristic venues，cultural voluntary service，inheritance and display of intangible cultural heritage，cultural poverty alleviation and innovation of cultural service mode，and analyze the difficulties encountered in the development of public cultural service venues from these aspects：service network system，service talents，service efficiency and development speed and so on. Finally，based on the problems，it is proposed to improve the public cultural service venues from these aspects：rules and regulations，diversified investment，evaluation and supervision，talent training and service mode innovation and so on.
