The implementation of performance appraisal is an important starting point for promoting the construction of modern public cultural service system. From 2017，Henan Province has started performance appraisal based on the principles of promoting construction by evaluation，promoting reform by evaluation，combining evaluation with construction and focusing on construction. Performance appraisal adopts the combination of online data filling，expert on-site evaluation and third-party evaluation to comprehensively evaluate the public cultural construction of provincial cities and directly administered counties. The evaluation contents include four categories：public cultural facilities network，public cultural service supply，public cultural system guarantee and public cultural feedback evaluation. Through the performance appraisal of the construction of modern public cultural service system in 2018 and 2019，the construction of modern public cultural system in Henan Province has achieved good results.
