The article takes the policy experience and practices of the American National Cultural Park as the reference object，and analyzes and draws on the classification model，legal guarantee，management agency，public participation mechanism and the construction of the publicity website of the American National Cultural Park. The article believes that learning from the experience and lessons of the United States in the construction of national cultural parks in the past century can provide decision-making reference for the institutional arrangements and policy design of China’s national cultural parks：First，strengthen legislation to ensure the successful operation of national cultural parks，and take management according to law as the core code of international cultural park management；Second，establish a diversified public participation mechanism to save the cost of the park and give full play to its educational function through franchising，volunteer service and public donation；Third，scientifically plan the fund planning methods of the park and expand the source of funding for the construction of the national cultural park；fourth，innovate the operation form of the national cultural park，and improve the operation and management concept；fifth，strengthen the top-level design and establish the National Cultural Park Cultural Administration to realize the park overall planning and centralized management.
