Under the new development pattern，in order to solve the problems of unbalanced urban-rural development and inadequate rural development，China has been actively promoting the rural revitalization strategy and new urbanization construction. As a new pivot point for exploring the construction of urbanization in China，New Industrial Cities have made great contributions to the construction of urbanization in China. However，the dichotomous urban-rural construction land market has brought many problems to the development of urbanization. For this reason，the Third Plenary Session of the 18th CPC Central Committee proposed to build a unified urban-rural construction land market. New Industrial Cities and the unified urban-rural construction land market are not separated，but are mutually promoting and synergistic，and both develop together to promote the construction of China’s new urbanization.
