Global technological innovation has entered an unprecedentedly intensive and active period. With new technologies and new products constantly emerging，new challenges is encountered to government supervision. As the birthplace of the most concentrated new technologies and new products，Zhongguancun Science City urgently needs to accelerate the exploration and construction of an institutional framework that can support the healthy development of new technologies and new products. This article systematically sorts out the typical practices of Britain，France，Germany，South Korea and other developed countries in constructing innovation-friendly supervision systems. Based on the actual situation of Zhongguancun Science City，it proposes to establish an innovation-friendly special supervision test zone in a specific area of Zhongguancun Science City. A series of institutional innovation explorations have been carried out on the electronic management platform，the establishment of a cross-departmental comprehensive coordination agency，and the establishment of a management feedback work system.
