The Sixth Plenary Session of the 19th CPC Central Committee emphasized that，based on the new development stage，implement the new development concept，build a new development pattern，and promote high-quality developmen，at the same time，it is clearly proposed to implement the regional coordinated development strategy and promote the revitalization of Northeast China to achieve new breakthroughs. To promote high-quality developmentand and achieve revitalization in the Northeast，the business environment must be optimized. The business environment is not only a benchmark for measuring the soft power of a country or region’s economy，but also an important factor affecting the rise and fall of market entities，the convergence and dispersion of production factors，and the strength of development momentum. This paper points out the necessity of optimizing the business environment in Northeast China from the perspective of theoretical logic and practical needs，analyzes the current situation of business environment in Northeast China，analyzes the problems existing in the optimization of business environment，and proposes countermeasures for optimizing business environment，so as to stimulate the vitality of market entities and promote the high-quality development of the Northeast region during the “14th Five-Year Plan” period has laid the foundation for accelerating the realization of all-round revitalization.
