The Annual Report on the Construction of Law-based Government reflects the yearly rule-of-law progress of the local municipalities，and therefore is the main subjects of the law-based government evaluation. The normalization of the annual report is the key element to be assessed both in the supervision by the state council and in the evaluation of model law-based government establishment. The People’s government of Beijing Municipality aims at building into the Model City all along，criterion of which has been used to facilitate the rule-of-law construction. Release form and report content are the first class indexes of the evaluation system，which contains several second and third class of indexes. It is shown that the general normalization of the construction report has been improved markedly. The Annual Report has been released 100% on time，with unified release channels and agencies，and gradually standardized format，which contains lots of highlights. It is necessary to enhance the importance of Annual Report，clarify and refine the compilation and publication standards，create the “Beijing Sample” of annual reports，unify the statistical caliber of annual reports，and strengthen the supervision and evaluation of it.
