If there is no governance，there is no good governance. Following the legalization approach is an inevitable requirement for the construction of “two districts” in Beijing. At present，the unified legislation for the construction of the “two districts” in Beijing is in full swing. Administrative organs and departments at all levels have issued special work plans to support the construction of the “two districts”. A number of measures taken by judicial organs to serve and ensure the construction of the “two districts” are also playing a steady role. A comprehensive rule of law guarantee system covering legislation，law enforcement and justice is being established. However，this unfinished legal guarantee system still faces such problems as “tension between reform and the rule of law”，“the whole chain of intellectual property protection has not been opened up”，“lack of a fair and orderly market competition environment”，“impact of digital technology on the existing legal or”. It needs to be further improved by improving the standardization of local legislation，building a whole chain intellectual property protection system，strengthening fair competition review and innovating the supervision mode of digital economy.
