This article firsly analyzed the existing problems of vocational education and the reform background. Then combined with the teaching reform practice of “learning，doing，and teaching” in Henan Vocational College of Surveying and Mapping，it discussed the construction of a “dual” education platform for school-enterprise cooperation. The formulation of the talent cultivation program with ability achievement as the core were introduced. The implementation process of “learning，doing，and teaching” three-in-one teaching reform and its results were disscussed.
