几内亚湾已成为全球海盗活动最频繁的海域。近年来,该地区的海盗组织呈现战斗力强且手段残忍、远海作案能力不断强化、组织协调能力逐渐显露、作案链条进一步完善、与恐怖主义合流趋势依旧明显等特征。国际社会积极通过向该海域派遣军舰、进行军事援助、开展联合军演、提升相关国家海洋治理能力、呼吁相关方加强投入等直接或间接手段参与该海域的反海盗工作。然而,域内国家海洋治理能力仍严重不足、索马里反海盗活动的部分经验难以借鉴、引起海盗问题的社会发展困境难以被根治、新冠肺炎疫情的常态化等因素导致几内亚湾海盗问题在短时内难以得到根本好转。
<<The Gulf of Guinea has become one of the world’s most heavily pirate waters. In recent years,the pirate organizations in this region have been characterized by strong combat strength and cruel means,enhanced far-sea crime capability,gradually revealed organizational and coordination ability,further improved crime chains,and still obvious tendency to conspire with terrorism. The international community has actively participated in the anti-piracy work directly or indirectly by sending warships,providing military assistance,carrying out joint military exercises,enhancing the maritime governance capacity of relevant countries,and calling on relevant parties to increase input. However,the problem of piracy in the Gulf of Guinea cannot be fundamentally improved in a short time due to the serious lack of maritime governance capacity of countries in the region,the difficulty in learning from the experience of anti-piracy activities in Somalia,the difficulty in eradicating the social development dilemma that caused the piracy problem,and the normalization of COVID-19.
