Community social organization is an important subject of grassroots social governance. Since the 18th National Congress of the Communist Party of China，the Party and the government have attached great importance to the development of community social organizations，and community social organizations have played an increasingly important role in the capital’s grassroots social governance. At the same time，Beijing’s community social organizations still face many difficulties，such as inadequate implementation of supporting policies，unbalanced regional development，and lack of fund supervision. This paper conducts in-depth research on Beijing community social organizations，social organization cultivation bases and government departments，analyzes the internal factors and bottlenecks for restricting the development and growth of community social organizations，and then proposes the method and path of development to strengthen the cultivation of community social organizations from the level of government departments and community social organizations.
