To approach targets of the net zero emissions with the challenge of the climate environment changing，the traditional methods of afforestation pattern，the stagnation of the monitoring and control technology has been unable to meet the current situation of our country for carbon peak，carbon neutral for the construction of the target request. The most important is how to explore from the old form can break through the constraint on situation of new forestry carbon sequestration management pattern of the construction of carbon sink in our country.

At present，a series of problems related to the carbon sink function of forest ecosystems have been exposed in the process of China’s efforts to promote “carbon peak and carbon neutrality”. For example，the lack of forest carbon sink value channels hinders the process of carbon sink afforestation；traditional afforestation methods seriously interfere with soil so that forests turn into carbon sources；ignoring the function of forest operational carbon sinks restricts the function of new forestation to perform carbon sinks；and the lack of clear baseline scenario standards for carbon sink measurement makes it difficult to quantify the carbon sink capacity of forest ecosystems.

Facing all the situation，we need to strengthen the measurement and monitoring of forest carbon sink and establish a scientific evaluation system，establish a regional carbon sink market access mechanism for forest carbon sink，improve the value conversion of forest ecological products，establish regular training for local forestry departments and establish the awareness of carbon sequestration in a safe ecosystem. In establishing a carbon market trading system and set up product value in the process of the implementation platform，we will update managing subject concept，expanding carbon sink forestry financing channels，and strengthen the government’s policy guidance and the process of supervision and utility，establish and improve the carbon market as soon as possible，to perfect the system for management initiative in the international market.
