当前,新一轮科技革命和产业变革深入发展,人类正在进入一个“人机物”三元融合的万物智能互联时代。城市数字化转型是这个数字时代的必然进程,呈现“人机物”多维互联、数据实时流通、智能应用层叠、场景泛在融合、线上线下共在的发展特征。这意味着,城市复杂巨系统中的网络边界日益模糊,脆弱性凸显,传统的基于边界的网络安全防护体系无法适应城市数字化转型的发展要求。可以说,在人与人、人与物、物与物之间全面依托数字化方式交互的各类经济和社会活动中的信任关系及信任机制亟待重塑。因此,必须以数据为核心,构建新型数字信任体系。在此背景下,本报告分析城市数字化转型下数字信任面临的新型风险与挑战,借鉴国内外发展经验和实践案例,构建可信数字身份体系和数据流通信任体系动态匹配、有机耦合的数字信任策略,并聚焦“制度+管理+技术”三个层面,提出相关城市数字化转型数字信任体系建设的对策建议以及典型场景下的实践案例,助力数据要素市场构建,促进经济数字化、生活数字化、治理数字化等城市数字化转型。

The digital transformation of cities is an inevitable process in this digital age,showing the development characteristics of multidimensional interconnection of “human,machine and things”,real-time data circulation,intelligent application stacking,ubiquitous scene integration,and coexistence of online and offline. This means that the Cyberspace boundaries in the urban complex giant systems are becoming increasingly blurred and the vulnerabilities are prominent. The traditional boundary-based cybersecurity protection system cannot follow the development requirements of urban digital transformation. It can be said that the trust relationship and trust mechanism in various economic and social activities that fully rely on digital interaction between people and people,people and things,and things and things need to be reshaped. Therefore,we must build a new digital trust system.
