The cause of persons with disabilities in Tibet Autonomous Region has experienced exploration，based on advanced and scientific development three stages，has been to establish a relatively perfect protection legal system for the persons with disabilities，policies and measures for assisting and benefiting the persons with disabilities have been gradually improved. The investment in cause of persons with disabilities has increased year by year. The rehabilitation services for the persons with disabilities，level of education increased steadily，and income level grow rapidly，remarkable progress has been made in cause of persons with disabilities. During the 14th Five-Year Plan period，the Tibet Autonomous Region will focus on the “Three Ones” and promote high-quality cause of persons with disabilities in the region.
