Grain production，yield，area “three volume increase”，agricultural products processing industry industry scale and development efficiency “double enhance”，product supply structure is obviously optimized，the industrial chain deep leap forward，the value of the industry rapid increase，new industries and new business models in rural areas flourish. The new industries and new business models in rural areas are flourishing. However，China’s food security still exists in the seed problems，planting layout and soil and water resources do not match and other outstanding issues，agricultural Agricultural products processing industry in industrial clustering，technology and equipment，resource utilization，supply quality still exist problems，the short industrial chain of new industries and new business models in rural areas，insufficient factor support，and the lack of endogenous development power of new agricultural business subjects. Therefore，this report makes recommendations：based on the perspective of the whole industrial chain，we should optimize the layout structure，improve the level of scientific and technological equipment and green development，and increase the supply of branded high-quality agricultural products；focus on chain extension and industrial support，and improve the policy support system of the new agricultural business system by market-oriented reform of factors and improving the efficiency of government management.
