    2020年京津冀燃料电池汽车示范推广与氢能产业一体化发展动态与展望

    摘要

    燃料电池汽车是未来构建以清洁能源为主的多元能源体系的重要载体,是新一轮世界能源技术变革的重要方向,事关我国能源战略发展、生态文明建设以及战略新兴产业布局。京津冀地区研发实力雄厚、产业基础厚实、燃料电池汽车产业链条完整、应用市场广阔、氢能供给充足多元,具备发展燃料电池汽车的良好基础。未来,京津冀地区将把握京津冀燃料电池汽车示范城市群发展机遇,落实区域协同发展战略,依托各城市氢能产业基础,发挥科技创新和产业落地双轮驱动的优势,培育京津冀区域燃料电池汽车生产、研发、应用及氢能产业集群,并借助冬奥会等丰富场景,全面推广塑造燃料电池汽车全球品牌,同步构建与燃料电池汽车推广规模和实际应用场景相适配以及充足多元、安全经济的氢能保障体系,形成政策引导、资源激励、上下游协同、产业链创新驱动的氢能可持续发展生态。

    Abstract

    Fuel cell vehicle is an important carrier of the future multi-energy system based on clean energy. It is an important direction of the new round of world energy technology reform. It is related to China’s energy strategy development,ecological civilization construction and strategic emerging industry layout. The Beijing-Tianjin-Hebei region has strong R&D strength,solid industrial foundation,complete fuel cell vehicle industry chain,broad application market,and sufficient and diversified hydrogen supply,which provides a good foundation for the development of fuel cell vehicles. In the future,the Beijing-Tianjin-Hebei region will seize the development opportunity of the Beijing-Tianjin-Hebei fuel cell vehicle demonstration city cluster and implement the regional coordinated development strategy. Relying on the hydrogen industry foundation of each city,and giving full play to the advantages of scientific and technological innovation and industrial two-wheel drive,the beijing-Tianjin-Hebei region will cultivate fuel cell vehicle production,research and development,application and hydrogen industry clusters. In addition,with the help of the Winter Olympics and other rich scenes,the global brand of fuel cell vehicles will be comprehensively promoted and shaped,and an adequate,diversified,safe and economic hydrogen guarantee system will be simultaneously constructed in accordance with the promotion scale and practical application scenarios of fuel cell vehicles. An ecosystem of sustainable hydrogen development should be formed with policy guidance,resource incentives,upstream and downstream coordination,and innovation-driven industrial chain.
