It is the first time for the Chinese government to include the employment priority policy in the class of macro policies in 2019. In the policy，the government has stipulated to further stabilize the overall employment situation，reinforce the reduction of enterprises’ burdens，deepen the promotion of vocational skills training，and improve safeguard measures，in a bid to form a favorable environment for employment and social harmony. The policy is aimed to tie the economic development with employment expansion harmoniously. However，China still faces challenges in stabilizing employment. Accordingly，it is necessary to fine-tune existing employment measures in three aspects，including improving regulations and laws related to employment promotion，promoting vocational skills training continuously，and adjusting the employment security system for target groups，to ensure stable employment conditions.
