local characteristics are the soul and value of local legislation. Urban appearance and environmental health can best reflect local characteristics. Therefore，based on the optimization of the existing local legislation quality evaluation index system，this paper evaluates the quality of local legislation characteristics of 17 provincial city appearance and environmental health management regulations. Through the evaluation，it is found that the evaluation scores of local legislation characteristics are low，which reflects the shortcomings of conservative and lack of local characteristics in provincial city appearance and environmental health legislation，resulting in the low quality of provincial city appearance and environmental health legislation. Therefore，the provincial city appearance and environmental health legislation should pay more attention to increasing creative provisions，enhancing the operability of laws and regulations，and reducing the repetition rate of laws and regulations，so as to improve the quality of legislation and realize the scientific and standardized legislative decision-making.
