Chongqing is rich in salt resources，and there are many enterprises engaged in salt production，wholesale and retail，so salt management is facing difficulties. In terms of legal norms，the concept of fixed-point salt wholesale is vague，and there are overlapping and loopholes between salt monopoly management and salt quality management. In terms of practice，there are many illegal wholesale behaviors by using e-commerce business and third-party logistics enterprises，which increases the risk of non-edible salt and non-iodized salt flowing into the dining table. Therefore，Chongqing Salt Management Act should aim at strengthening the monopoly management and protecting the quality and safety of salt. To be specific，the legislation should enhance salt professional supervision，perfecting the salt fixed-point enterprise qualification management，regulating the behavior of salt monopoly enterprise，ensure that qualified iodized salt supply，perfecting the salt reserves and emergency management，standardizing of salt e-commerce，increasing the publicity of salt-related policy.
