After nearly 30 years of development，China’s network legislation has achieved certain achievements. Existing research pays more attention to the legislative practice at the central level，and pays less attention to the local network legislation. After sorting out and analyzing the network legislation of 31 provinces，autonomous regions，and municipalities in Chinese mainland，local network legislation still has problems such as low level of legislation，excessive “management” thinking，and lack of innovation. To improve local network legislation，it is necessary to give full play to the characteristics of the “test first” of local legislation，give full play to the leading legislative role of local authorities，and give full play to the suggestions of the industry and the public on legislation，so that local network legislation can become a powerful guarantee for the healthy development of the Internet.
