我国是世界上遭受海洋灾害最严重的国家之一，随着快速发展的海洋经济，沿海地区遭受的海洋灾害风险逐渐增加，海洋防灾减灾形势十分严峻，但近两年海洋灾害对我国造成的损失呈下降趋势。本报告以时间为轴线，简要梳理了2019～2020年海洋灾害及其社会应对的基本情况，从不同应灾主体阐述了海洋灾害的社会应对机制，并在此基础上建议完善防范海洋灾害的法律体系、加强对非政府组织的引导和加强基层社区防范。
<<China is one of the countries most severely affected by marine disasters in the world. With the rapid development of marine economy，the risk of marine disasters in coastal areas has become increasingly prominent，and the situation of marine disaster prevention and mitigation is very severe. Taking time as the axis，this report briefly sorts out the basic situation of marine disasters and the social response from 2019 to 2020，elaborates the social response mechanism of marine disasters from different disaster response subjects，and gives reasonable suggestions and countermeasureson on this basis.
