Deep sea fishing is an important part of building a “community of marine destiny” and implementing the “Belt and Road” initiative. Since the 13th Five-Year Plan，Chinese deep sea fishing has made great progress. The outbreak of the COVID-19 in early 2020 has brought many difficulties to the development of Chinese deep-sea fishing. Under the strong leadership and command of the Party Central Committee，with the understanding and active cooperation of the broad masses of the people，China have achieved “double victories” in epidemic prevention and production. In terms of fishing vessel management，“Regulations on the Management of Ocean Fisheries” was revised，the management of reports on reshipment in the high seas and the disposal of offshore fishing vessels scrapped overseas were strengthened，the launch of high seas boarding inspections was promoted. White Paper on China’s Fulfillment of Deep-Sea Fishing Agreement and the voluntary suspension of fishing on the high seas have become the highlight of Chinese deep sea management development. Under the background of the normalization of the epidemic，during the 14th Five-Year Plan period，Chinese deep sea fishing will maintain the original good development trend.
