In recent years，under the guidance of government documents such as the Program for Development of Culture （2016-2020），Montenegro has maintained a good momentum of development in the cultural field. Montenegrin government has been committed internally to protect cultural heritage，develop creative industries and increase public participation；externally to strengthen cooperation with neighboring countries and regions，as well as actively participate in the process of European integration. Cultural exchanges between Montenegro and China have also ushered in the best period in history. In the year of 2020，various cultural work and programs in Montenegro has been negatively affected by the global pandemic of COVID-19，while the reorganization of the government at the end of the year brought new opportunities and challenges. In the future，on the basis of adapting to the new normal，Montenegro will continue to vigorously develop cultural industries and public cultural undertakings.
