新中国成立以来,行政体制变革的历程分为三个阶段:1949~1978年,探索建立与社会主义国家性质相符合、与计划经济体制相适应的行政管理体制;1978~2012年,逐步建立与中国特色社会主义制度相符合、与社会主义市场经济体制相适应的行政管理体制;2012年至今,按照完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的要求全面深化行政体制改革。经过70多年不断的创设、调整、改革,建立起中国特色社会主义行政体制:符合中国国情的国家行政区划体系和行政层级架构逐步形成;与社会主义市场经济体制相适应的政府职能体系逐步健全;具有中国特色的政府组织机构体系不断优化;适应政府治理现代化要求的行政能力和行政效能水平显著提高。70多年来,我国行政体制变革的宝贵经验是:坚持党的领导,坚持以人民为中心,坚持与经济基础相适应,坚持整体统筹推进和重点突破相结合,坚持顶层设计和地方探索相结合,坚持立足国情与借鉴国际经验相结合。
<<Since the founding of the People’s Republic of China,the process of administrative system change has been divided into three stages. From 1949 to 1978,an administrative system was gradually established,which is adapted to the nature of a socialist country and adapted to the planned economic system. From 1978 to 2012,an administrative system was gradually established,which is consistent with the socialist system with Chinese characteristics and adapted to the socialist market economic system. Since 2012,China has comprehensively deepened the administrative system reform in accordance with the requirements of improving and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity. With over 70 years of continuous change and reform,China has established a socialist administrative system with Chinese characteristics. The national administrative zoning system and administrative hierarchical structure in line with China’s national conditions have been gradually established. The responsibility system of government adapted to the socialist market economic system has been gradually improved. The government structure with Chinese characteristics has been continuously optimized. The level of administrative capacity and administrative efficiency to meet the requirements of governance modernization has been significantly improved. The change and reform of China’s administrative system over the past seven decades has provided valuable experiences and lessons.
